Microsoft confirmed that security updates released in September 2026 are responsible for failures within Remote Desktop Services (RDS) on Windows Server systems. This known issue affects environments running Windows Server 2012 and newer, as well as Windows 10 and Windows 11 operating systems. Reports from system administrators indicated that installing these updates results in instability, causing issues such as failed Remote Desktop Protocol (RDP) connections after several minutes, problems with user sign-in, and servers hanging on messages like "Please wait for the Remote Desktop Configuration." Furthermore, related diagnostic and management tools, including the Microsoft Management Console (MMC), RDS Licensing Diagnoser, and File Explorer, may become unresponsive, and the Windows Update page might also cease responding. Affected users have also encountered problems where existing Remote Desktop sessions fail to properly disconnect or log off, and new connection attempts often stall during the connection process. To mitigate these RDS failures, Microsoft provided specific Group Policy settings that can be implemented on enterprise-managed devices. These settings are tailored for various operating system versions and server platforms, including specific configurations for Windows 11 versions (26H1, 25H2, 24H2, and 23H2), Windows Server versions (2025 and 2022), and Windows 10 systems (21H2, 22H2, 20H2, 21H1, and 1809), along with specific configurations for Windows Server 2012 and 2012 R2. In addition to applying the Group Policy mitigations, Microsoft indicated that temporary restoration of RDS connectivity is possible by restarting the affected virtual machines if direct RDP access is unavailable. Administrators also have the option to restore Remote Desktop functionality by rolling back the specific buggy updates; however, this action necessitates understanding that rolling back removes the associated security fixes included in the September Patch Tuesday release.
